The Senate has passed a bill seeking to strengthen the enforcement powers of the National Oil Spill Detection and Response Agency (NOSDRA) by introducing stiffer fines and criminal penalties for oil spill violations.<\/p>\n\n\n\n

The bill, titled National Oil Spill Detection and Response Agency (Establishment) Act (Amendment) Bill, 2026<\/em>, was passed after the Senate adopted the report of its Committee on Environment.<\/p>\n\n\n\n

The proposed legislation seeks to amend the NOSDRA Establishment Act, 2006, by providing a stronger legal framework for imposing adequate fines and criminal sanctions on offenders responsible for oil spills in the petroleum sector.<\/p>\n\n\n\n

Presenting the committee\u2019s report, its chairman, Senator Olubiyi Fadeyi, said the amendment was necessary to address persistent environmental pollution in the Niger Delta.<\/p>\n\n\n\n

Senate Chief Whip, Senator Tahir Monguno, who represents Borno North, said oil spills had continued to damage the environment and destroy the livelihoods of residents in oil-producing communities, particularly those dependent on fishing and farming.<\/p>\n\n\n\n

He noted that existing penalties had failed to deter violations, making tougher sanctions necessary to hold offenders accountable.<\/p>\n\n\n\n

\u201cThe fines are not deterrent enough to deter offenders,\u201d Monguno told the Senate, adding that the proposed amendment would introduce criminal liability for oil spills that damage the environment and deprive residents of their means of livelihood.<\/p>\n\n\n\n

The Senate subsequently dissolved into the Committee of the Whole to consider the bill clause by clause. It approved Clauses 1 to 12, including the short title, explanatory memorandum and long title.<\/p>\n\n\n\n

The chamber later reverted to plenary, where the bill was read for the third time and passed.<\/p>\n\n\n\n

The legislation is expected to strengthen NOSDRA\u2019s enforcement capacity and provide a more robust framework for addressing oil spill violations and protecting communities affected by environmental pollution.<\/p>\n\n\n\n
